Add Navy as FB-only member.

Division A/Coastal - Florida State, Miami, BC, Syracuse, GT
Division B/Midatlantic - Navy, Pitt, UVa, VT, Louisville
Division C/Carolina - Clemson, UNC, Duke, NCSU, Wake

Preserves most rivalries (FSU-Miami, Miami-BC, UVa-VT, Tobacco Road, etc). Pretty good competitive balance.

Cross-divisional rivals (all current cross-rivals or current intradivision teams, except VT-NCSU)
UVa-UNC
VT-NCSU
GT-Clemson
Miami-Duke
Syracuse-Pitt
BC-Wake
FSU-UL
Navy plays four rotating cross-divisional games instead of three.
Champ game participants based on head-to-head record through the finishing order (record against other 1s, then the 2s, etc.).
