Question about the NIL situation between Miami and wisconsin

So the kid gets denied the right to enter the portal by Wisconsin because he signed an NIL deal with them for 2 yrs and they want him to finish out his contract. My question is is Miami legally allowed to pay back the NIL money to the collective at Wisconsin for the 2nd year of the NIL that he never completed or is that against the rules? I don’t understand wisconsins stance on it considering if I work for a company and make a salary and I quit halfway through the year to take another position I would only get half my yearly salary so why would they have the right to keep him from leaving? It’s not like the NFL where they are getting game checks or bonus’s based on play they are getting name image and likeness checks so if he wants to leave a year into a 2 yr deal he would only get a years worth of the contract for the NIL right? How is it tampering on Miami’s part?
